Agenda Item Summary: In March 2021, the City of Alexandria, Dominion Energy Virginia and ACPS finalized a right-of-way agreement (“Easement”) for the installation of charging stations at 3540 Wheeler Avenue, Alexandria, VA (the “Property”). As of February 2023, ACPS and Dominion Energy Virginia reached an agreement as it relates to continued participation in the electric bus program in which Dominion Energy is providing an additional ten (10) charging stations for the upcoming delivery of ten (10) additional electric buses. The additional ten (10) charging stations will be installed by Dominion Energy at no cost to ACPS. Any construction or changes to school property must be approved by the School Board.
Background: ACPS was selected as one (1) of sixteen (16) school districts accepted into the Dominion Energy Electric School Bus Pilot Program. Dominion Energy Virginia paid for and installed the necessary charging station(s) for the five (5) original electric buses. Alexandria City School Board, dba Alexandria City Public Schools applied for and was granted the opportunity to participate in the initial phase of a new electric vehicle school bus deployment program sponsored by, and operated in conjunction with, Dominion Energy Virginia, in collaboration with the Virginia Department of Education. Originally, 34 Virginia school divisions applied. Only 16 school districts were accepted, including ACPS. EV school buses will provide significant benefits to ACPS as they operate emission-free, use no fossil fuels, reduce noise levels, and save money in operating and maintenance costs, which are estimated to be $6,125 per bus per year. The Program stipulates the use of Saf-T-Liner C2 Jouley electric Thomas Built School Buses with Sonny Merryman, Inc. as the sole provider. In return, Dominion Energy Virginia is able to utilize the EV school buses as a grid resource by storing additional energy in the bus batteries and drawing upon them, as needed. Dominion’s contributions will result in direct cost savings to the Division.
Recommendation: The Superintendent recommends that the School Board approve and signs the Right of Way Agreement between ACPS and Dominion Energy Virginia.
